The Elementary and Secondary Education Act was brought into legislation in 1965 as a part of Lyndon B. Johnson’s War on Poverty. The act represented commitment to equal access of education, funding primary and secondary education endeavors. Title III of this act, enacted a year later in 1966, provided special education in isolated rural areas.
