Public Law 105-17 reauthorized IDEA with amendments. Part of the amendments required that parents be given the opportunity and procedures to resolve disputes with schools and local educational agencies through mediation. Additionally, states were given the authority to expand the definition of “developmental delay” to include students up to nine years old.
