On July 9, 2002 the President's Commission on Excellence in Special Education published its report titled “A New Era: Revitalizing Special Education for Children and their Families.” This report listed recommendations and findings on how to improve special education. The three main recommendations made were to focus on the results of education, not the process, to embrace a prevention module rather than a failure module, and to think of children with disabilities first as general education students. The report also classified disabilities covered under IDEA into three categories: sensory disabilities, physical and neurological disabilities, and developmental disabilities.
